HYDRO PROJECTS
Here is a highlight of some of the experience we have acquired over time:
- 35MW Kinguélé Aval Hydroelectric Power Plant, SLE provided ressouces and Louis was the CEO and CTO of Asonha Energie, Libreville, Gabon. Meridiam and the Fond Gabonais d’Investissements Strategiques (FGIS) partnered to develop the Kinguélé Aval project to design, build finance and operate the first IPP project in Gabon and the first PPP with the Government of Gabon. The plant is located near the Natural Park of the Mont de Cristal. Louis was in charge of starting and managing the new company. Louis was the CEO and CTO of the developer and leads the negotiation for the EPC and O&M contracts, as well as all the permit and approvals, the social aspect with the local community, including the Environment and Social Impact Study which has been approved. The Due Diligence from IFC, Development Bank of Africa and Development Bank of Southern Africa is completed. The project follows a standard project financing method and is developed according to the IFC performance standards. The project consists of a 48m high mixt dam with 180,00m3 of concrete, 470m wide across the river Mbei to create a 270hc reservoir, the plant has 3 turbines and export through a 225kV substation and a short transmission line. The EPC contract was signed with Sinohydro for the construction work after a 2-year international tendering process and contract negotiation. Louis has created a development team made of national expertise, with the support of international advisors. The Notice to Proceed has been given to the EPC and works started in Dec 2021.
- 9MW Maris Canal HEPP, Luzon, the Philippines. The SL Engineers team members were involved in the feasibility and engineering development for a contractor to tender and then execute the project. The team was also involved in developing the interconnection for the export of power to the Luzon grid.
- Alimit HEPP and Pump Storage project, Luzon, the Philippines, SL Engineers team members were participating in the pre-feasibility and then the feasibility study of the project. In addition to structural and geotechnical inputs, the team also develop various scenarios for road access and further optimisation to reduce the civil works.
- 3.4MW Dupinga Hydro Electric Power, Luzon, the Philippines, SL Engineers team members were involved an Environmental Due Diligence as well the geotechnical risk review of the project and developing additional geotechnical studies to support a potential acquisition.
